Over 100 delegates from Russia, Central Asia, China, Canada and the UK have attended MINEX Russia and Central Asia Mining conference in London on 2 December 2013. Organised alongside the Mines and Money week in London MINEX conference offered international investors a snapshot of the latest trends and developments in the mining industries in Russia and Central Asia.
Forthcoming changes in the Russian mining regulations planned for 2014 were presented by Alan Kartashkin, Partner and Co-Head of the Global Mining Practice at Debevoise & Plimpton LLP. Next year the Russian Government is planning to introduce amendments which will create new opportunities for potential expansion of deposits and “occurrences” that are not subject to the SIL (the Strategic Investments Law) and accelerate prospecting and deposit evaluation by subsoil users; contribute to transparent, efficient and impartial provision of Strategic Plots; assist with harmonization of Russian law provisions on foreign control over Strategic Subsoil Users; encourage geological surveys in the regions with extreme climatic and environmental conditions and lack of infrastructure.
Partnership structures could play more significant role in the development of large-scale mining projects in Russia and CIS according to Ralph Novak, Managing Director at Moscow based Swiss investment company Bryanston CIS. Even large international corporates failed in managing project risks and were forced to take large write-offs in 2012. Strategic partnerships in the oil & gas industry yielded mutual advantages and reduced partnership risks. These experiences could be successfully implemented in the mining industry.
A broader discussion on current challenges, trends and opportunities in the Russian and Central Asia’s mining sector were addressed during the panel discussion with the contributions from Alexander Lopatnikov, Managing Director, American Appraisal (Russia); Dr Geoffrey Cowley, Chairman, The Energy Mining Advisory Partnership; Julia Boiko, General Director, Wardell Armstrong Russia; Rod Cave, Regional Director, Russia, Eastern Europe and Central Asia, CRU and Nick Clarke, Chief Executive Officer, Central Asia Metals Plc.
Development of Gold and Silver mining and exploration projects in Russia were showcased at the next session chaired by David Pearce, General Director, SRK Consulting (Russia) Ltd. Robin Birchall, Executive Chair and Member of Board of Directors, Silver Bear Resources Inc.; Max Yacoub, Chief Investment Officer, Auriant Mining and Mikhail Damrin, Chief Executive Officer, Kopy Goldfields AB presented their company strategies and shared views on Russia’s untapped growth potential for developing world class gold and silver high-grade projects. According to presenters in 2013 Russia was the 3rd largest gold producer – 240 tons and contributes to approximately 5% of world’s silver production. Since 2009 there were active M&As in the gold sector in Russia as market majors were hunting for new deposits on the back of rising prices and strong cash flows. In spite of stereotypes, regulatory regime for precious metals producers has been stable for decades. Russia has moderate statutory corporate tax of 20%, well-educated local professionals – engineers, geologists, miners and has no labour issues, strikes or conflicts with unions. With the territory of 1.8x Canada; 1.7x USA and 2.2x Australia Russia offers huge exploration potential.
Compared to the other major mining jurisdictions Russia’s Gold mining industry is still relatively small: “Major” gold producers (> 100 Koz) – some 10 companies, Minor producers (30 < and < 100 Koz) – some 15 companies (including 10 alluvial producers); 10-15 foreign companies, including juniors; 20-30 financial investors “interested” in gold projects. Russia has very few public junior miners (only 3 producers) and offers many opportunities for consolidation among non-listed companies.
Challenges and rewards of introducing new technologies and developing projects in Kazakhstan and Azerbaijan were presented at the next session by Nick Clarke, Chief Executive Officer, Central Asia Metals Plc., John Monhemius, Emeritus Professor, Non-executive Director, Anglo-Asian Mining plc and Elena Amirkhanova, Partner, ERM Eruasia (UK). The session was chaired by Julia Boiko, General Director, Wardell Armstrong Russia.
Introduction of SX-EW technology at Central Asia Metals’s Kounrad projects helps the company to maintain pre-eminent position as a low-cost copper producer in Kazakhstan. Kounrad dumps accumulated during 70 years of open-pit operations at Kounrad copper mine, and contain over 600,000 tonnes of copper (JORC-compliant resource). Azerbaijan focused gold, copper and silver production and development company Anglo-Asian Mining presented extensive portfolio of highly prospective projects across Azerbaijan with value upside through the resource to production cycle. Requirements of international investors as an EHSS management tool were presented by ERM Eruasia (UK) which showcased impact of non-technical risks on mining operations in Russia and Mongolia.
Challenges of funding mining and exploration companies in Russia and Central Asia were discussed at the final panel chaired by James Scoville, Managing Partner (London office) from Debevoise & Plimpton LLP and with the contributions from Jeremy Wrathall, Head Global Natural Resources – London, Investec; Robin Birchall, Executive Chair and Member of Board of Directors, Silver Bear Resources Inc.; Tom Attenborough, Head of UK Large Caps, Primary Markets, London Exchange; Paulina McGroarty, Head of EMEA, Listings, Singapore Exchange; Orlee Wertheim, Head of the Global Mining Business Development, Toronto Stock Exchange and TSX Venture Exchange; Rustem Ospanov, Partner, RCG Investment Advisor LLC and Georges Lequime, Advisor to the Earth Gold Fund UI and the Earth Exploration Fund UI, Earth Resource Investment Group. The panel discussed outlook for 2014 for mining companies seeking to access the debt and equity markets and debated on most attractive avenues for raising capital amongst various funding alternatives – debt financing/public equities/private placement. They provided views on the key investment drivers in the mining sector and fundamental indicators that investors are looking for and which companies they need to focus on. They also pointed out the key factors affecting company’s valuation when seeking an IPO and reviewed the importance of company’s corporate governance profile. The panel also discussed outlook for mining listings in 2014 and debated the role of private equity in the mix of capital raising alternatives available to companies.
The networking and exchanges of opinions continued at the lunch as well as at the Mining Week Ice Breaker Drinks hosted by Objective Capital in the evening.

David Pearce is a Principal Consultant with SRK Consulting and has more than 20 years experience in the international resource industry. Prior to joining SRK in 1999 he has held senior management positions at a number of bulk commodity open-pit operations in Asia and Sub-Saharn Africa.

Mr. Lopatnikov is a managing director of American Appraisal in Russia and CIS. ROD CAVE
Rodrik first visited Moscow in June 1991 and after university his employer was a Canadian junior miner in the CIS in 1996-97.
He has worked and lived in the Russia for over a decade principally focused on the resource sector in senior management roles for Western companies.Based in London since 2008, he represents CRU in Russia, Eastern Europe and Central Asia as their Regional Director. CRU regularly consults for miners and investors in the region and separately Rodrik is an advisory board member for Silk Roads Mining & Development, a Canadian junior miner with projects in Central Asia. He has degrees in engineering, Russian, and management from the University of Waterloo (Canada) and has taken courses at the Moscow Power Engineering Institute and the London Business School. |
Max Yacoub
Max Yacoub, a dual British/Russian national, joined Auriant Mining AB as Chief Investment Officer in November 2012. His previous experience includes 8 years with the International Finance Corporation (IFC) where he was an Investment Officer focusing on investments in the gold mining sector in Russia and the CIS as well as Head of Office for IFC in Belarus. He also has experience of private equity in Russia.
Max graduated from the University of Birmingham in the UK with a B.Eng in Manufacturing Engineering and a B.Com in Economics. He also has an MBA from Harvard Business School. |
Mikhail Damrin
Russian citizen, born 1970. Joined Kopy Goldfields in January 2009. Education: MSc degree in optical engineering, Bauman Moscow Technical University (Russia), BSc degree in Mining engineering from Tomsk Polytechnic University (Russia), BSc degree in International Economics from Russian Academy of Foreign Trade (Russia) and an MBA degree from Cranfield University (UK). Experience: During 2007-2008 Mikhail Damrin was employed with Central Asia Gold AB as senior project manager responsible for corporate development, M&A and planning. Mikhail Damrin kept top management positions with West Siberian Resources and with Vostok Nafta Investment Ltd. Mikhail Damrin is fluent in English and Russian. |
NICK CLARKE
Nick has 40 years of mining experience, including 16 years in senior management positions in production and technical services in South Africa, Ghana, and Saudi Arabia. He served as Managing Director of AIM-listed Oriel Resources Plc until 2008 when it was sold to Mechel OAO of Russia for a total consideration of $1.5 billion.
From 1992 until 2004 he was the Managing Director of the international mineral consultancy Wardell Armstrong International Ltd, where he managed numerous multidisciplinary mining projects in Kazakhstan, Kyrgyzstan, Uzbekistan, Romania, Macedonia, and Tajikistan. Nick is a graduate of Camborne School of Mines and a Chartered Engineer. He is a non-executive director of Obtala Resources Plc, Sunkar Resources Plc, and Empire Mining Corp. |
ELENA AMIRKHANOVA
Elena Amirkhanova is a Partner and Global Lead of ERM Sustainable Finance Services, based in London. Prior to joining the ERM team in the UK in 2012 Elena was leading Impact Assessment and Planning Practice in ERM Moscow and has taken the lead on many assignments for a wide range of international financial institutions and large mining, O&G and infrastructure companies in Eurasia.
Ms. Amirkhanova has substantial experience in Social Consulting Services, Risk Assessments, Trainings, Environmental and Social Impact Assessments, Due Diligence and Corporate Advisory Services to the senior executives to identify and manage environmental and social risks in extractive and other industries. JEREMY WRATHALL
Jeremy Wrathall is Managing Director of Salamanca Capital Resources and brings 25 years of both practical mining and investment banking experience in the metals and mining industry globally. Jeremy has led transactions on almost every relevant mining market in the world, including the TSX, ASX, JSE, HKSE, and LSE/AIM. Jeremy is responsible for the strategic development of Salamanca Capital Resources (UK) Limited, aiming to be the adviser of choice for mining companies on a range of activities including operations, capital raising, listing and strategic advice. Before joining Salamanca Capital, Jeremy was Head of Investment Banking for Renaissance Capital’s London operation with responsibility for metals and mining, focussing on Africa. ROBIN BIRCHALL
Robin Birchall has spent the past thirteen years in corporate finance in the London markets, most recently with BMO Capital Markets where he completed a variety of marquee transactions for resource companies. Prior to BMO, Mr. Birchall was V.P. Corporate Finance at Canaccord Adams Ltd. and also at Brown Shipley & Co. Mr. Birchall earned an MBA from the University of Cape Town in South Africa, an MSc in European and International Politics from Edinburgh University in Scotland, and his BA from Queens University in Canada.

Tom Attenborough,
Tom joined the Primary Markets team at the London Stock Exchange Group in September 2013, with a focus on large-cap UK companies. Prior to joining the LSE, Tom was at Citi for over 15 years. Latterly, Tom led the investment banking coverage efforts for Citi in Central and South East Europe. Prior to this, Tom worked from 1997 to 2011 in the Equity Capital Markets division, in a variety of different roles. Tom spent much of this period covering Emerging market clients, originating, structuring and executing equity and equity-linked transactions across the CEEMEA region. From 1999 to 2005 he specialised within Equity Capital Markets on the TMT sectors across Europe. He has been involved in a large number of IPOs and follow-on capital raisings over the years, including many involving a London listing. Prior to Citi, Tom joined Kleinwort Benson as a graduate in 1994 and joined their newly formed Equity Capital Markets team. Tom graduated from Oxford University with a BA (Hons) degree in Philosophy, Politics and Economics. |
Paulina McGroarty
Paulina McGroarty, Head of EMEA at Singapore Exchange, has 17 years of experience in equities. She joined SGX in 2010 and started her career in research with Baring Asset Management in London. She went on to gain experience in sales, research and management positions with Lehman Brothers and CLSA. In 2004, Mrs McGroarty began developing NASDAQ’s listings business in Russia and was also responsible for new and existing clients in Europe, South Africa, and the Middle East. In 2009, she joined Citigroup as Head of Corporate Access for EMEA.
Mrs McGroarty holds an MSc from the London School of Economics and BA (Hons) from Richmond College, an American University in London. She is a Russian national and is married with three children.

Orlee Wertheim
Orlee Wertheim is head of the global mining business development team with Toronto Stock Exchange and TSX Venture Exchange. She is responsible for the development and execution of the Exchanges global strategy for attracting new listings in the mining sector. Ms. Wertheim joined the business development team from TSX’s Listed Issuer Services department, where her responsibilities included assisting companies through the listing application process and working with issuers listed on the TSX to structure transactions and to ensure compliance with TSX rules. Prior to TSX, Ms. Wertheim worked as a corporate lawyer, where she acted for both domestic and international public companies. Ms. Wertheim completed her law degree at University of Ottawa and is admitted to the Ontario Bar. |
Rustem Ospanov,
Mr Ospanov co-founded RCG in 2012, following 10 months with Kazakhstan Industrial Corporation (a diversified private investment group) as Deputy CIO. At the time he focused on establishing RCG’s pipeline as well as building strong relationships with potential strategic buyers, in order to understand and address their requirements more closely.
Previously, from 2009, he spent 2 years as an Investment Manager at Kazyna Capital Management, the largest private equity house in Central Asia where worked closely with a number of large international institutional investors. He began his career in 2008 as CFO of World Stamp, the largest consular services operator in Kazakhstan. He is an adjunct lecturer in Private Equity at Kazakh National University, based in Almaty. Mr Ospanov is Bolashak program graduate with BSc in Management Science from Warwick University (UK), and an MSc in Finance from Imperial College, London. |
Georges Lequime
Georges is advisor to the Earth Gold Fund UI and the Earth Exploration Fund UI. He is a mining engineer by training and worked for four years for Anglo American in the South African gold and coal mining industry. Georges then went on to successfully manage the Old Mutual Gold Fund, the largest gold fund in South Africa. He spent nine years in New York and London as a resource equity analyst, heading up HSBC Global Mining in 2002 before leaving to head up RBC Capital Market’s equity research in London. His experience has also enabled him to develop a substantial network in Africa, Europe, and North America.

John Monhemius
Emeritus Professor John Monhemius is a non-executive director of Anglo Asian Mining plc. Professor Monhemius held the Roy Wright Chair in Mineral and Environmental Engineering at the Royal School of Mines, Imperial College, London until 2004, when he retired from full-time academic work. From 2000 to 2004, he was Dean of the Royal School of Mines. He has more than 40 years’ experience of academic and industrial research and development in hydrometallurgy and environmental control in mining and metallurgical processes, particularly in the management of toxic wastes and effluents, and he has acted as a consultant to many large mining and chemical companies. Professor Monhemius has published over 130 papers in the scientific literature and he has supervised more than 30 Ph. D students. From 1986-96, he was a co-founder and director of Consort Research Ltd, a consultancy specialising in gold and base metal ore processing and, in 2008/9, he was a non-executive director of Obtala Resources Ltd.
